Infrastructure networks: the state of the art and instruments available (Available in Italian only: Reti infrastrutturali e territorio: stato dell’arte e strumenti attivabili)

This research report prepared by REF for Intesa Sanpaolo analyses finance for infrastructures and the role of local administrations in promoting investments in public works. The report was presented in Rome on 21st October 2008 at the convention "Strategies for growth, fiscal federalism and infrastructures". It photographs existing infrastructures in the country and quantifies the gap between Italy and the rest of Europe, with an analysis of the critical factors that have created it and a discussion of possible ways of eliminating it. Solutions included the valuation of local property assets and the reorganisation of local public-private relationships by standardising contract agreements. The report concludes with an initial assessment of the implications of fiscal federal devolution for the capacity to make public investments.
